Thomas E. Smith holds an LLM in taxation.  He has over twenty years experience in municipal finance law and is a former member of the National Association of Bond Lawyers. 

Mr. Smith has experience as bond council to various issuers including the University of Tennessee, the Industrial Development Boards of the City of Chattanooga and of Hamilton County and, the City of East Ridge, as well as various cities and counties throughout Tennessee and Georgia. 

Mr. Smith has also previously represented several non-profit entities, including The United Way of Greater Chattanooga, Chattanooga Neighborhood Enterprise, Inc., and The RiverCity Company, Inc. 

His legal expertise has assisted in the financing of on-campus housing for college students, hospitals, a semi-professional baseball stadium, several hotels, and numerous other large scale projects.
